Ballina Shire Council has prepared a Draft Community Strategic Plan (CSP) to guide the long-term direction of our community over the next 10 years.
The plan identifies nine key community priorities and has been developed in accordance with the NSW Government’s Integrated Planning and Reporting (IP&R) framework, which requires councils to review and update their Community Strategic Plan every four years.
This is not Council’s plan - it is the community’s plan. It reflects the aspirations, priorities, and expectations of the people who live, work and visit Ballina Shire.
Council plays a key role as a provider, collaborator and advocate, but achieving this vision requires shared responsibility across all levels of government, community organisations, businesses and residents.
Over 1,180 people contributed to the development of this draft through surveys, direct engagement, written submissions and community activities. This engagement helped ensure we captured the community's priorities.
We’re now checking back in to confirm we’ve got it right and to invite your feedback.

The Draft Community Strategic Plan 2025–2035 (CSP) has been developed following extensive community engagement and reflects the shared vision and priorities of Ballina Shire residents.
The CSP is an overarching strategic document that sets the direction for the next 10 years. It outlines the community’s aspirations and long-term goals but does not include specific project details or delivery actions, these are addressed through Council’s supporting plans, such as the Delivery Program and Operational Plan.
We now invite you to review the Draft CSP and provide your feedback. The comments you provide will be a formal submission for consideration in finalising the document.
