Ballina Council resolved at the 23 April 2026 Ordinary meeting to put on public exhibition its draft Disability Inclusion Action Plan (DIAP) for community feedback.
The DIAP is a requirement under the Disability Inclusion Act, 2014 (DIA 2014) for public authorities, including local councils, to set out measures that support people with a disability to access services and participate fully in their community.
The draft DIAP contains a series of actions, including delivery timeframes, which align with key outcome areas contained within the guidelines, being:
Developing positive community attitudes and behaviours
Creating liveable communities
Supporting access to meaningful employment
Improving access to services through better systems and processes
Council’s previous DIAP was adopted in September 2023. The updated draft includes the following changes:
Additional information on DIA 2014 requirements for DIAPs (p.8)
Updated census data (pp 18-19)
Updated achievements since adoption of the previous DIAP (p.26)
Updated action tables with more detail on expected outcomes, measures, and targets (pp 35-41)
Council is now seeking feedback on the revised draft DIAP.

Council staff will be available to discuss the contents on the DIAP and take verbal submissions in the Ballina Council Chambers, 40 Cherry Street Ballina at the following times:
Monday, 4 May – 10am to 12pm, and
Thursday, 7 May - 2pm to 4pm.

Persons making a submission may need to disclose political donations/gifts provided to a Councillor or Council employee. Significant penalties apply for non-disclosure. Any person may make a submission in writing to Council. Where a submission is by way of objection the grounds of objection must be specified in the submission. All submissions, including any personal information contained therein, will become publicly available documents and will be made available to the applicant and any other interested members of the public. They may also be included in Council’s business paper. If you do not wish your submission to be publicly available you must provide Council with written reasons for this. Alternatively, you may wish to provide an anonymous submission. However, anonymous submissions may be given less (or no) weight in the overall consideration of the proposal.
A report of submissions received may be reported back to Council prior to finalisation of any changes.
