Teven Hard Rock Quarry - Designated and Nominated Integrated Development Proposal

APPLICANT: Boral Resources (Country) Pty Ltd
PROPOSAL: To undertake the extension of an existing extractive industry (Teven Hard Rock Quarry) comprising:
- Increase in the vertical limit of extraction, within the existing extraction boundary, to extract a total of approximately 1.4 million tonnes of hard rock resource;
- Extraction (drilling and blasting), processing, stockpiling and transportation of up to 500,000 tonnes of extractive material per year for up to seven years;
- Vegetation clearing, soil removal / stockpiling and construction of water diversion drains; and rehabilitation of the extractive industry site.
In accordance with Schedule 1 of the Environmental Planning and Assessment Act 1979 (EP&A Act), Notice is hereby given that the above designated and nominated integrated development application has been lodged with Council for determination by the Northern Regional Planning Panel. Submissions close: Friday 15 May 2026.
The development is classified as “designated development” pursuant to Schedule 3(26) of the Environmental Planning and Assessment Regulation 2000.
The development is also classified as “nominated integrated development” and “Integrated development” pursuant to Section 4.46 of the EP&A Act as it requires approvals from the Department of Planning and Environment (Water) under Sections 89 and 90 of the Water Management Act 2000, and the NSW Environmental Protection Agency under Section 43 of the Protection of the Environment Operations Act 1997.

Any person may make a submission in writing to Council. Where a submission is by way of objection, the grounds of objection must be specified in the submission. All submissions, including any personal information contained therein, will become publicly available documents and will be made available to the applicant and any other interested members of the public. They will also be made available to the Northern Regional Planning Panel for their consideration. If you do not wish your submission to be publicly available, you must provide Council with written reasons for this. Alternatively, you may wish to provide an anonymous submission. However, anonymous submissions may be given less (or no) weight in the overall consideration of the proposal.
Unless the Independent Planning Commission has held a public hearing, any person who makes submission by way of objection and who is dissatisfied with the determination of the consent authority to grant development consent, may appeal to the Land and Environmental Court.
If the Independent Planning Commission holds a public hearing, the Commission’s determination of the application is final and not subject to appeal.
