The Draft Ballina Shire Homelessness Support Strategy aims to provide a framework to guide consistent and informed decision making across Ballina Shire Council. It supports a coordinated response that balances community expectations with the needs, rights, and dignity of people experiencing homelessness.

The Strategy establishes Council's vision, priorities and actions for responding to homelessness and rough sleeping in Ballina Shire. It also recognises the importance of collaboration with service providers, government agencies and community organisations in contributing to longer-term and sustainable solutions.

The strategy is supported by the principles of the NSW Homelessness Strategy 2025-2035 and the Protocol for Homeless People in Public Places, which guide Council's approach to responding to homelessness in a manner that is respectful, coordinated and focused on connecting people with appropriate support services.

This strategy covers the following areas:

  • Understanding homelessness
  • Policy and strategic context
  • Council's role
  • Strategic Priorities
  • Operational responses to homelessness
  • Monitoring and measures

NEXT STEPS

Following public exhibition, staff will review feedback and prepare the final strategy to be presented at a future Council meeting.

Once finalised, the strategy will be delivered through shared responsibility across Council and government partners. Implementation will be monitored through Council’s quarterly and annual reporting processes.
