Planning Proposal 25-010 (PP-2025-1798) relating to deferred matter and conservation zones on certain land

Ballina Council resolved at its August 2025 meeting to prepare a planning proposal which would integrate the following properties into Ballina Local Environmental Plan (LEP) 2012 from Ballina LEP 1987:

  • 54 Beacon Road, Teven
  • 118 Beacon Road, Teven
  • 225 Cumbalum Road, Cumbalum
  • 444 North Teven Road, Teven
  • 660 Teven Road, Teven

Proposed zones applying to the above properties are RU1 Primary Production, C2 Environmental Conservation and C3 Environmental Management as shown in the planning proposal. These zones are proposed to replace the zones currently applying under Ballina LEP 1987.

Incorporation of the above properties into Ballina LEP 2012 will also result in changes to the Acid Sulfate Soils, Height of Buildings, Land Zoning, Land Application and Lot Size Maps as detailed in the planning proposal.

Following a review of the C2 Environmental Conservation and other zones which apply to the following properties Council also resolved to rezone these properties as shown in the planning proposal:

  • 54 Buckombil Mountain Road, Meerschaum Vale
  • 287 North Teven Road, Teven

The planning proposal and a report on any submissions received will be reported back to Council prior to finalisation of any LEP amendments.

Council is not the Local Plan Making Authority for this planning proposal. This role has been retained by the Department of Planning, Housing and Infrastructure.

Alternatively, you may wish to provide an anonymous submission. However, anonymous submissions may be given less (or no) weight in the overall consideration of the proposal.
